Charles Rein was born in the inner, and raised by Otto Rein's parents. He is 14 years younger than Otto. His parents brought him a year after they banished their older son, to show the inner's society that they were a bad apple, and that they could still be a functioning family, regardless of the trauma that happened to them.

He was raised to hate and despise shifters, in their entire essence. He was sent to the inner's military school, and there too, his hatred for shifters had been nurtured and fed more. Now he serves as the General of the inner's military, and he was the one who initiated the enhancements project in the 2nd generation of the arena.
